State Senate Passes bill to increase property taxes!!

The bill is now in the Illinois state house.  We must stop it in the house.  Call

If signed into law, local taxing bodies would be able to borrow more money without going to referendum as is now required.  Currently a taxing body cannot sell bonds to borrow money above the maximum amount they have had since the property tax cap law went into effect.  If they want to do a larger amount, they have to go to referendum.
 
Example:  If a taxing body had a maximum bond debt level of $10,000,000 and paid it down to $4,000,000 they could sell new bonds to borrow back the $6,000,000 bringing their total bond debt level back to $10,000,000 without going to referendum.
 
If SB3139 is signed into law,  the example of $10,000,000 would automatically increase every year by the rate of inflation or 5% whichever is less without going to referendum.  This will circumvent the voters right to vote on increases in debt levels.  We all know that taxing bodies like the Bourbonnais Township Park District will take full advantage if this change.  The higher the debt levels, the higher property taxes will be increased.

Dear Taxpayer,

 

The greedy politicians are at it again! There are two bills on the floor of the Illinois General Assembly, identical except for bill number, that will raise your property taxes unless they are stopped. The Senate bill is up for its third and final reading—it could be voted on today!

 

The senate bill is #3544 and is sponsored by M. Maggie Crotty (D-Oak Forest). The corresponding house bill is #6041 and is sponsored by Roger Eddy (R-Hutsonville). Please call your State Senator and State Representative and tell them to oppose these bills.

 

This bi-partisan legislation allows school boards to create a "working cash fund tax" of up to 0.05% on top of all the other school taxes.

 

School districts have been selling building bonds as working cash bonds and transferring the proceeds to their operations fund to use for building projects. This bypasses the mandatory referendum requirement for building bonds, the Tax Cap Act, and the will of the voters. In other words, this legislation will allow school boards to raise property taxes without a property tax increase referendum!

 

In these awful economic times, the last thing taxpayers and property owners need is a school slush fund added to their property tax bills!

 

This legislation has been written by well-connected attorneys who make tons of money processing school bonds and is supported by labor unions that will make lots of money building these bond-funded projects!

 

It’s urgent that you call your State Senator and State Representative today to voice your opposition to SB3544 and HB6041. If you do not know the phone numbers of your legislators, you can use the Legislative Lookup tool on www.ILGA.gov or call our office for assistance.
