Many teachers/administrators take out what they put into the system during the first 2-3 years of retirement.  The taxpayers fund the rest of their retirement. 

 
The legislators should consider solving the alleged "teacher shortage" and "under funded" pension system by having teachers retire at the same age as Social Security  which for many of the Baby Boomers has been moved up to age 67.  They should also do away with the current pension plan for all new hires and put them on Social Security with a 401k type retirement plan as the private sector has done.
