OUTRAGE'S Study
To completely understand jail capacity needs requires a thorough analysis of the occurrence of crime and how law enforcement and the judiciary deal with crime. The following information (Raw Data is at the end of this report) compares the history of crime in Kankakee County with similar information for 5 other counties of comparable size based on population.
This analysis attempts to determine the following:

Does Kankakee County have an unusual crime problem?

Are Public Safety resources being used in the most efficient manner?

Is the perception that a larger jail is needed based on current information?

Is adequate funding available for Public Safety?

Of all crimes that occur, how many perpetrators are arrested?

Of those arrested, how many are actually prosecuted?

Of persons prosecuted, how many are actually convicted?
- Of those convicted, how many are sentenced to county jail and how many to state prison?
